The U.S. ambassador to Russia was back at it again Thursday on Twitter with questions about how Russian media gets hold of his schedule, raising broader concerns about surveillance during a time of tension between Washington and Moscow.

Michael McFaul, no stranger to Twitter controversy since taking up his post in Moscow in January, told his more than 21,300 followers he was frequently dogged by representatives of NTV, a Kremlin-friendly television station.

"Everywhere I go NTV is there. Wonder who gives them my calendar? They wouldn't tell me. Wonder what the laws are here for such things?" McFaul said in one tweet posted to his account, @McFaul.

"I respect press right to go anywhere & ask any question. But do they have a right to read my email and listen to my phone?" McFaul also tweeted. "When I asked these 'reporters' how they knew my schedule, I got no answer."

McFaul was apparently describing an encounter with a self-described NTV television crew before a meeting with a Russian human rights activist.

Footage of the encounter posted on the NTV website shows a clearly irritated but mostly smiling McFaul, coatless under a wet snow, sparring for several minutes in Russian with a woman holding a microphone who says she is from NTV.

"Your ambassador to our country walks around all the time without this. They do not interfere with his work. And you are always with me -- at home," McFaul said in the clip.

"Aren't you ashamed to do this? It is an insult to your country when you do this, do you understand that?"

He said his meeting with activist Lev Ponomaryov, whom he said he has known for 25 years, was part of his job, just like a meeting with President Dmitry Medvedev two days earlier.

Blogger Alexey Navalny, a vocal opponent of Vladimir Putin, reacted to McFaul's tweet on his own account, saying "I don't understand McFaul. He's got diplomatic immunity. He can just lawfully beat up the NTV journalists. Come on, Mike! One for all!"

State Department officials described McFaul's tweets as rhetorical and said they did not necessarily reflect formal concerns over surveillance by the Russian government or media. ?

"A rhetorical question, in and of itself, is not directed at anyone," State Department spokesman Mark Toner said.

"Many of our chiefs of mission have Twitter accounts and they are allowed to express themselves. We have full confidence in their ability to express themselves on matters of U.S. policy."

Tripping up on Twitter
McFaul is among a number of senior U.S. diplomats who have taken to Twitter as the State Department attempts to harness social media to get the U.S. government's message across.

But the personal style of the new communication has at times caused controversy.

The Russian government rebuked McFaul, a former White House adviser on Russia, earlier this month after he tweeted his concern over the detention of protesters who challenged Vladimir Putin's presidential election victory.

Russia and the United States say they are committed to improved ties, but have seen differences grow over issues including the Syrian crisis and U.S. plans for a missile defense shield in Europe.

Putin accused U.S. Secretary of State Hillary Clinton in December of stirring protests against his 12-year rule by encouraging "mercenary " Kremlin foes. Washington has dismissed the accusations.

McFaul, a Stanford University professor who specialized in analyzing the development of democracy in Russia and the former Soviet Union, was criticized by Russian state television when he arrived to take up his new post in January.

Following a meeting with opposition leaders shortly after his arrival, a commentator on state television said McFaul was not an expert on Russia but simply a specialist in the promotion of democracy.

Other commentators and media reports have suggested he is seeking to help opponents topple the government. A film aired on NTV earlier this month hinted that opposition demonstrations were funded by the White House with the aim of undermining Putin.

Milan frustrates Barcelona in Champions League

LONDON (AP) -AC Milan frustrated Barcelona in its attempt to grab a valuable away goal in the Champions League on Wednesday, holding the defending champions to a 0-0 draw while Bayern Munich won 2-0 at Marseille to stay on course for the semifinals.

Barcelona had 62 percent of possession but failed to score in a Champions League match for the first time in 2 1/2 years. When the Spanish side did create chances at San Siro, it was thwarted by Milan's experienced defense, goalkeeper Christian Abbiati and some lenient refereeing from Jonas Eriksson.

The closest Lionel Messi came to scoring was when he had a first-half goal ruled out for a clear offside, leaving the quarterfinal finely balanced ahead of next week's second leg at Camp Nou.

Barcelona will have home advantage as it aims to progress to a meeting with Chelsea or Benfica, but Milan has the defense to protect a lead if it manages to score an away goal.

Such calculations are unlikely to trouble Bayern after Mario Gomez and Arjen Robben scored in the first leg of the German team's quarterfinal in France. Bayern, which will host the final in May, is on course to to face APOEL Nicosia or more likely record nine-time champion Real Madrid.

"We have a return leg yet to play, so I don't want to talk about the semifinal and who we will be playing," Bayern coach Jupp Heynckes said. "I don't really have any doubts, but I have respect for Marseille."

Barcelona's form was far below that which brought a 7-1 win and five goals for Messi in the previous round against Bayer Leverkusen. The likes of Abbiati - with a string of saves - Alessandro Nesta and Luca Antonini were able to frustrate Barcelona with some top-class defending.

Milan was lucky not to concede a penalty after Alexis Sanchez broke into the area at the end of a rehearsed move. Sanchez stayed upright despite being barged from behind by a defender but was brought down when Abbiati threw himself across the Chile forward's feet.

Neither challenge was ruled a foul by Eriksson.

Messi drew a diving save on the ground from Abbiati in the 88th and Cristian Tello looked sure to tap in the rebound but Antonini raced back to throw himself in front of the ball, celebrating his block as though he had scored.

Milan rarely threatened after wasting two early chances in quick succession.

Kevin-Prince Boateng took too long to shoot and was blocked after Barcelona midfielder Sergio Busquets put his teammates under pressure with a misplaced pass. Soon after, the ball broke to Zlatan Ibrahimovic and the former Barca striker softly headed it to Robinho, who smacked a wild shot over the bar with only goalkeeper Victor Valdes to beat.

It was the first time Barcelona had failed to score in the Champions League since a 0-0 draw against Rubin Kazan in November 2009.

"We had a lot of chances tonight but unfortunately weren't able to take advantage of them," Valdes said. "We tried to play our short passing game while having possession for long periods. The tie is very much open."

Out of form, hampered by injuries and suspensions, and jeered by its own fans, Marseille barely tested Bayern keeper Manuel Neuer at Stade Velodrome and slipped to its eighth defeat in the past nine games.

Gomez put four-time European champion Bayern ahead with his 11th goal of the competition just before halftime, with Marseille goalkeeper Elinton Andrade to blame for letting the ball slip under his body.

The goal was Gomez's 11th in this season's Champions League and put the Germany striker, who scored four in Bayern's last Champions League match, just one behind Messi in the tournament's list of leading scorers.

Robben made the game safe in the 69th, swapping passes with Thomas Mueller on the edge of the penalty area and curling the ball past Andrade.

Former Marseille winger Franck Ribery was jeered throughout by his former fans and pointedly turned to applaud the Bayern supporters when he was substituted to a chorus of whistles late in the game.

St. John's launches LL.M. programs in international sports, transactional law

St. John's University School of Law assistant dean Jeffrey Walker

St. John's University School of Law announced plans for two new master of laws programs, one in International and Comparative Sports Law and the other in Transnational Legal Practice.

The programs are intended to expand the law school's global focus and leverage its location in New York City ? a hub for international business. The programs will be open to both U.S. and international students beginning next fall.

"With these initiatives, St. John's School of Law is charting new pathways to the practice of international law in its many forms at a time when the legal profession is becoming more and more globalized," said Jeffrey Walker, assistant dean for transnational programs.

Marquette University Law School offers an LL.M. is sports law, but that program is open only to international students. St. John's will offer a joint degree with the Instituto Superior de Derecho y Economia in Madrid, which has offered an international sports law program for close to a decade, Walker said.

The curriculum will cover a broad array of issues in the international sports world, including contracts, dispute resolution, anti-doping, eligibility issues, Olympics and World Cup bids and the International Court of Arbitration for Sport.

"It's really going to be focused on international sports," Walker said. "Only about 25 percent of the academic curriculum will be U.S. sports law. A lot of students are interested in this area."

Students will spend one semester of concentrated academic study, then spend a second semester in a practice placement at a sports-related entity, such as a sports law firm, a sports agent firm, or a sports league, team or regulatory body, Walker said.

St. John's expects to enroll between 12 and 15 students in the program next year, with as many as 30 students a year down the road. The school anticipates that about half the class will be from the United States.

Like many other law schools, St. John's already has an LL.M. program in U.S. Legal Studies that is open only to international students. The new LL.M. in Transnational Legal Practice will have a much more practice-oriented focus and will have both international and U.S. students, Walker said.

"Our view is that something is missing from the many international LL.M. programs," he said. "We want this to be the "how-to" transnational practice program."

The school anticipates that one-third of the enrollment will be U.S. students, with international students making up the rest.

Ariane rocket heads for International Space Station

KOUROU, French Guiana | Fri Mar 23, 2012 12:50am EDT

KOUROU, French Guiana (Reuters) - A European Ariane rocket blasted off from French Guiana on Friday carrying supplies to the International Space Station (ISS), space officials said.

Built by an industrial consortium led by EADS ASTRIUM, a division of European industrial giant EADS, the unmanned vessel is designed to deliver fuel, food, clothing and oxygen to the ISS crew as well as spare parts.

The cargo vessel is scheduled to dock with the ISS on March 28 and remain attached until August.

Reese Witherspoon is reported pregnant with her third child. The Oscar winner and her agent husband, Jim Toth, are expecting their first child together, according to reports.

Sources tell Us Weekly that "Reese is right around 12 weeks." Another source added that the couple have been "trying to get pregnant." Reese already has a son, 8-year-old Deacon, and daughter, 12-year-old Ava, with ex-husband Ryan Philippe.

While Witherspoon's rep has yet to comment, a new shot of the star sporting what appears to be a baby bump by her hotel pool in Rio De Janeiro, Brazil, earlier this month is adding credence to the reports. Sources said the twosome don't plan to announce the news, however, "the timing is right. She's so happy!"

While appearing on "Daybreak" in the U.K. in February, the actress made reference to her love of babies, saying, "I hug all my girlfriends' babies. They're all so stinking cute."

She added that she was having a hard time with her kids getting older. "There's a little sadness as they're growing up and walking away from you, but it kind of changes the whole dynamic," she said. "We have really funny dinner conversations now, and they know more about certain topics than I ever, ever knew."

When she spoke to MTV News around the same time, she opened up about the possibility of her kids going into show biz. "I don't encourage [watching my movies]. If a movie comes on, we'll watch it and they kind of find it entertaining. They're kind of fascinated by a movie I did when I was 14. They really want to see 'Man in the Moon,' " she said. "It just doesn't enter the picture. I don't know. I encourage their artistic abilities. But they haven't said it's anything they want to do."

Toth and Witherspoon married in March 2011 at the actress' California ranch. The wedding was attended by celebrity pals like Scarlett Johansson and Sean Penn.

NEW YORK (AP) ? The trustee recovering money for investors swindled by Bernard Madoff may need a perfect pitch to a jury Monday to force the New York Mets owners to pay up to $303 million to repay victims cheated of billions of dollars during the financier's decades-long fraud.

U.S. District Judge Jed Rakoff says he's skeptical that lawyers for Trustee Irving Picard can succeed in convincing a nine-person civil jury that the Mets owners believed that Madoff's business was a fraud but continued their investments anyway because they were making a lot of money. Lawyers for the owners insist their clients had no idea the former NASDAQ chairman was cheating thousands of investors of their roughly $20 billion investment for at least two decades.

The judge already has ruled the team's owners must pay up to $83.3 million, representing fictitious profits they received from Madoff. But another ruling blocked Picard from trying to collect the full $1 billion he sought to recoup in a so-called claw-back lawsuit he filed against the Mets owners. It was one of hundreds of lawsuits he used to force those who profited from their investment to pay into a fund established to pay back those who lost money.

The uncertainty about how much Mets co-owners Fred Wilpon and Saul Katz must ultimately give up has damaged the team's financial picture, forcing it to slash payroll and try to raise tens of millions of dollars by selling small chunks of the team, though Wilpon, the Mets chief executive, said several weeks ago that the current owners plan to keep the franchise "for a very long time."

Wilpon tapped one of his childhood friends, Dodgers great Sandy Koufax, to testify about Wilpon's intentions. Koufax invested in Madoff's private investment business at Wilpon's urging.

Lawyers for Wilpon wrote that it "strains credibility to think that Mr. Wilpon would expose his oldest and closest friend to potential financial ruin ? for no benefit to Mr. Wilpon himself ? if he subjectively believed that Madoff Securities might be operating a Ponzi scheme."

The legal term in play at the Manhattan proceeding is "willfully blind," a standard the jury will use to determine whether Mets owners ignored warning signs of trouble. Lawyers for the team's owners say they did not and they note that the Securities and Exchange Commission failed to unearth the fraud despite numerous looks at Madoff's operation.

Picard's lawyers wrote in court papers that the SEC inaction is irrelevant. They noted the SEC did not "enjoy a 20-plus year personal ? and more than one billion dollar investment ? relationship with Madoff, with unique access to him."

Except for testimony by the Mets' owners and a possible appearance by Koufax, the trial getting under way Monday will border on the tedious at times, with plenty of attention paid to financial documents in a search for what the Mets owners knew about their investment.

One key player who will not appear is the 73-year-old Madoff. He's housed at a prison in North Carolina, serving a 150-year sentence.
