With the anticipated return of True Blood?right around the corner on June 16th, actor Joe Manganiello is thankfully taking full advantage of the renewed spotlight. The 6-foot-5 actor beefs up the cover of the July issue of Men's Health UK, where his detailed fitness routine is discussed along with an accompanying photo spread of Manganiello demonstrating his peak physical prowess.

"I'm not 18 anymore. But you won't hear me saying that, because me at 36 would destroy me as a teenager," the actor boasts. "In my mid-thirties I'm making bigger gains than I've ever made in my life."

Joe 2Manganiello, who is no stranger to nude or shirtless scenes on screen, says in a previous Men's Health interview that his roles have helped push him further as an athelete-actor.?

"When you're shirtless one or two days a week - which is how it works with True Blood?- you can ramp up and ramp down the intensity of training. When you're shirtless every day [on the Magic Mike?set] there's no let up. So we spend a fortnight doing thousands of push-ups, thousands of curls, thousands of lat raises. We basically spent every day working out for two weeks in a row. After that I needed a pretty hardcore vacation. But it was worth it. It was the most fun I've ever had in my life. One hundred percent."

Manganiello also dishes about starring in the upcoming thriller Ten?with his childhood fitness hero Arnold Schwarzenegger.

"Arnie was a hero to me. He's the reason why every guy of our generation started going to the gym," Manganiello explains. "To film with him for four months was awesome. And he stills trains every morning."

Was the fish you had for dinner caught by slaves? New report raises alarm.

A new report out by an Environmental Justice Foundation documents widespread use of Burmese forced labor in the Thai fishing industry.?The US is one of the largest importers of Thai fish products.

The report, ?Sold to the Sea: human trafficking in Thailand's fishing industry,? was published?Wednesday?by the British-based NGO the?Environmental Justice Foundation?(EJF). It documents the case of 15 Burmese workers, beaten and abused at the hands of a Thai fishing crew, who forced them to work more 20 hours a day for little or no money. The men, who are now in custody after being rescued, reported seeing other Burmese workers murdered by crew members on the ships in Kantang in southern Thailand.?

EJF and other anti-trafficking groups are calling for Thailand to be downgraded in the US state department?s annual Trafficking in Persons (TIP) report, which grades the scale and severity of trafficking globally on a three-tiered scale.?

However, some analysts doubt the US would actually take the step to relegate Thailand to a lower status, given the two countries? close trade and tourist ties. America is the No. 1 purchaser of Thai fish products, including tuna and shrimp. In 2011, Thai frozen and fresh exports to the US were valued at $1.8 billion.

The TIP report, due out next month, has put Thailand on the Tier 2 Watch List for three consecutive years and the US has warned that the country could face lowered status if promises by the Thai authorities to clear up the industry are not followed up on. Earlier this month, Thailand?s deputy prime minister, Surapong Tovichak Chaikul, met with Secretary of State John Kerry on a visit to the US in which he promised reforms and urged his counterpart not to downgrade Thailand.

Relegation to Tier 3 would rank Thailand among the worst countries for trafficking in the world and could lead to restrictions on US foreign aid and access to global financial institutions including the World Bank.

Thai authorities are yet to comment on the report but analysts said its findings were unsurprising.?

?We have known about these abuses for a long time,? says Phil Robertson, deputy Asia director at Human Rights Watch. ?The Thai authorities have consistently avoided investigating this issue despite a growing body of evidence.?

The investigation by EJF is based on interviews with six of the Burmese workers who were taken into custody by the Thai authorities in March after five months at sea.

The men said they were deceived by labor brokers, who promised work and then sold them to the ships? senior crew. On board they said they were detained against their will and regularly beaten.

Two of the men reported seeing at least five fellow migrant workers tortured, killed, and thrown over board for trying to escape. Another man said he saw multiple bodies tossed out to sea by crew members, who forced workers to watch as they beat them to death.

"We were shocked by the extreme levels of violence inflicted on and witnessed by migrant men held as captive workers on these boats,? said Steve Trent, executive director of EJF in a statement.??This is not an isolated case, but indicative of the widespread acceptance and use of modern?slavery?in an industry that feeds a global appetite for seafood."

The report also documents collusion between the traffickers and the Thai authorities, who are accused of failing to properly investigate the case and breaking procedures by allowing the traffickers access to the victims once they were in custody. Statements recorded by the Burmese also allege police forced them to work on a rubber plantation owned by a senior member of the force and paint a police cell.

"We have been genuinely surprised by the levels of collusion by agents of the state, who instead of stopping these awful human rights abuses, are ignoring and even benefiting from it," Mr. Trent said.

Introduction
Mummies are frequently featured in movies and television shows?often playing the part of a scary, undead monster. But in ancient Egypt and in other cultures, mummification was a serious religious burial ritual. In this activity you will learn about the science behind the process of mummification by mummifying a hot dog.

Background
A mummy is a corpse?human or other animal?whose tissue has been preserved, whether intentionally by a process developed by humans or in nature by an accident of chemistry or weather. Ancient Egyptians believed that preserving the body was an important preparation for one?s afterlife. The oldest evidence of Egyptians performing mummification dates to about 3500 B.C. (although older purposefully mummified remains have been found elsewhere, such as ones dating to about 5050 B.C. in Chile). We have also learned a lot about early animals and humans from individuals that were naturally preserved, thanks to a fluke burial in sediment or ice.

There were several steps to the Egyptian ritual of mummification that were important for preserving a body: After thoroughly washing it in the waters of the nearby Nile River, specialists would remove several internal organs from the body. This was important because internal organs are some of the first bodily parts to decompose. The body would then be stuffed and covered with natron to desiccate it (or dry it out). Natron is a naturally occurring salt mixture that includes baking soda (sodium bicarbonate). Once desiccated (dried out), the body was rubbed with perfumed oils and then carefully wrapped with linen bandages. The remains were then placed inside of a sarcophagus, which was in turn placed inside a tomb. In this activity you'll get to play embalmer and mummify a hot dog using baking soda.

Materials
? Disposable gloves (optional)
? Meat hot dog
? Paper towels
? Ruler
? Piece of string or yarn
? Scrap piece of paper and pen or pencil
? Airtight plastic storage box with lid that is longer, wider and much deeper than the hot dog.
? Approximately six pounds of fresh baking soda. You will need enough to thoroughly surround and cover the hot dog in the box twice.

Preparation
? Place the hot dog on top of a paper towel on a counter or other hard surface. If you want to, you can wear disposable gloves while handling the hot dog.
? Observe the hot dog. How does it look and smell?
? Measure the length of the hot dog and its circumference. (Measure its circumference by wrapping the string around the hot dog and then laying that length of the string up next to the ruler.) Write these measurements down.
? If you do not wear gloves while handling the hot dog, be sure to thoroughly wash your hands after handling it.

Procedure
? Put at least one inch of baking soda (from a new, unopened box) in the bottom of the storage box. Lay the hot dog flat on top of the baking soda. Cover the hot dog with at least one more inch of baking soda, making sure the hot dog has baking soda along its sides and is completely covered on top.
? Seal the box with its lid and put it in an indoor shady location away from heating and cooling vents where it will not be disturbed. It should remain undisturbed for one week.
? After one week check on the hot dog. You may use gloves to handle it or wash your hands afterward. Gently tap and dust all of the baking soda off of the hot dog and into a trash can. How does the hot dog look and smell now?
? Place the hot dog on a paper towel and measure its length and circumference. Write these measurements down. Has the length or circumference changed??
? Discard the old baking soda and clean out the box. Make sure you dry it thoroughly. Again, from a fresh box, put at least one inch of baking soda in the bottom of the storage box. Lay the hot dog flat on top of the baking soda and then cover it with at least one more inch, making sure there's baking soda along its sides and completely covering it on top.
? Seal the box again and put it back in the location where it was before. It should remain undisturbed for one more week.
? After the week has passed check on the hot dog. Gently tap and dust all the baking soda off of the hot dog and into a trash can. How does the hot dog look and smell now? How is its condition different from that of the first day, and after being mummified for just one week?
? Place the hot dog on a paper towel and measure its length and circumference. How have the measurements changed compared with the first day and after just one week of mummification? What do you think this tells you about the mummification process?
? Extra: Try this activity with different varieties of hot dogs. Do chicken hot dogs mummify faster than beef hot dogs? What about hot dogs made with a variety of meats?
? Extra: If you saw a big difference in the hot dog at two weeks compared with one week, then the hot dog may still only be partially mummified. You could continue to mummify it, adding fresh baking soda and recording measurements and observations once a week for a few weeks until you do not see any more changes. How long do you need to repeat this mummification process until the hot dog is completely mummified?
? Extra: Investigate the different ways that ancient people mummified human remains and/or how living things have been naturally preserved (such as with the bog bodies found in northern Europe or even a mummified dinosaur that was discovered in North Dakota). How could you apply any of these techniques to mummifying a hot dog?

ST. PETERSBURG, Russia (AP) ? Sochi organizers unveiled the medals for the 2014 Winter Olympics on Thursday ? and now hope to make sure most of them stay in Russia to make up for the miserable medal performance at the 2010 Vancouver Games.

Organizers presented the medals featuring a ?patchwork quilt? design representing the different regions of Russia, which will be hosting its first Winter Games next February in the Black Sea resort.

One of the first to get a close up look at the medals was Russian President Vladimir Putin, who inspected them during a visit to the SportAccord conference and a lunch meeting with International Olympic Committee officials.

A record 1,300 medals are being manufactured for the Olympics and Paralympics. The medals depict the sun?s rays reflecting through a prism of snowy mountains and sandy beaches.

The medals are 0.4 inches thick and 4 inches in diameter. The Olympic gold medals weigh 16 ounces. A total of 6.6 pounds of gold was used to make the medals, which are gold-plated.

?We?ll try to keep all these medals in Russia, especially the gold ones,? Sochi organizing committee chief Dmitry Chernyshenko said.

Russia wants no repeat on home turf of what happened in Vancouver, where it recorded its worst ever performance at the Winter Games. In Canada, Russia won only 15 medals and finished 11th in the table. The results led to the ouster of four key executives in the nation?s Olympic program.

Medals in Sochi will be a matter of national pride for Russia and Putin, who is directly involved in overseeing preparations for the games.

The Russians are working on their own version of Canada?s ?Own the Podium? program, a $117 million initiative that resulted in 14 golds for the Canadians ? more than any country at a Winter Games.

Chernyshenko said Russia?s medal performance will be crucial to the success of the games.

?We refrain from making medal forecasts, but the atmosphere of the games will be affected by the performance of the team,? he told reporters.

The Sochi Games will feature 12 new medal events, including snowboard and ski slopestyle, ski halfpipe, snowboard parallel special slalom, womens? ski jumping, figure skating team event, luge relay and biathlon mixed relay.

The front of Sochi?s medals features the Olympic rings. The reverse side has the name of the competition in English and the Sochi logo. The official name of the games in Russian, English and French is engraved on the medal?s rim.

The Paralympic medals were designed in the same style. One side features the Paralympic symbol, the reverse has the logo of the games and the name of the competition in English. The medals also contain inscriptions in Braille for the visually impaired.

Mars-Bound Astronauts Could Face Higher Risk of Cancer

Astronauts who travel to Mars one day could be exposed to dangerous levels of radiation during their trip, even if shielding techniques are used, a new study shows.

When the Mars Science Laboratory launched on Nov. 26, 2011, it began a 350-million-mile (560 million kilometers) trip to the surface of the Red Planet. During its voyage, a group of researchers, including Southwest Research Institute scientist Cary Zeitlin, monitored exactly how much radiation a piece of science hardware on the?Mars rover Curiosity was exposed to over the 253-day journey from Earth to Mars.

"In space, it's between a 100 and 1,000 times higher dose rate [of radiation] than on Earth," Zeitlin told SPACE.com. "It's highly uncertain what the health risk is from these exposures." [Could Radiation Harm Astronauts Traveling to Mars? (Video)]

Zeitlin, whose study is detailed in the journal Science this week, collected the data with his team by turning on the Radiation Assessment Detector (RAD) instrument while Curiosity was in flight. The instrument was active from 10 days after launch until about three weeks before landing.

Shielding from cosmic rays

By monitoring the variety and strength of each of the energetic particles entering the Mars Science Laboratory's hull, Zeitlin and his team were able to accurately track which particles of radiation got through and which were blocked by the ship's shielding.

If they were to travel to Mars, astronauts would be exposed to two forms of cosmic radiation?that don't pose a serious risk on Earth. One of those sources of radiation ? galactic cosmic rays ? are difficult to shield against and regularly fly through space-faring vessels. On the other hand, the second source of radiation ? solar energetic particles ? can be at least partially blocked by robust shielding used to protect spaceflyers.

"The rover itself during the trip was surrounded by the equipment used for the entry, descent and landing," Zeitlin said. "RAD was very unevenly shielded. About half was lightly shielded. The heat shield below didn't really provide very much in the way of shielding. But above, there was quite a bit, and on a human inhabited vehicle, you would want it much more uniform."

Worth the risk?

The research could have implications for future NASA missions to Mars. If space agency scientists expect that radiation exposure over the course of a mission will increase an astronaut's risk of developing fatal cancer over his or her lifetime by at least 3 percent, NASA deems the mission too dangerous, Zeitlin said.

Certain people are at higher risk of developing these kinds of radiation-induced cancers: Young women are most at risk, while older men are in less danger. Even with the margin of error built into Curiosity's new results, however, the dose rate of the radiation that any astronaut would receive during the initial and return flights would probably put them over the 3 percent limit, Zeitlin said. Zeitlin and his colleagues estimate that astronauts would be exposed to about 0.66 Sievert (Sv) ? the unit scientists use for measuring radiation ? of galactic cosmic ray radiation during the round-trip to Mars, not including their time spent on the surface of the Red Planet. About 1 Sv of radiation exposure is usually associated with about a 5 percent bump in fatal-cancer risk later in life.

The dose rate of radiation that the planetary explorers would be exposed to on the surface of Mars would be lower than the amount of cosmic radiation in space. However, it could still be significant, Zeitlin said.

Although this level of radiation might not make astronauts immediately ill, it still could impair their ability to conduct research from Mars. "There is some concern that there could be damage to cognitive ability that would manifest itself in the short run," Zeitlin said.

Future of space travel

Astronauts aboard the International Space Station are exposed to both galactic cosmic rays and solar energetic particles during their six months in orbit, but an astronaut flying to Mars would get a higher dose over a longer period of time.

"Scientists need to validate theories and models with actual measurements, which RAD is now providing. These measurements will be used to better understand how radiation travels through deep space and how it is affected and changed by the spacecraft structure itself," Donald Hassler, a program director at the Southwest Research Institute and principal investigator of the RAD investigation, said in a statement. "The spacecraft protects somewhat against lower-energy particles, but others can propagate through the structure unchanged or break down into secondary particles."

The new findings will allow scientists to use hard data in computer models set up to investigate just how much radiation astronauts could encounter on their journey to another planet. This kind of research could be particularly important for NASA in the coming years, as officials from the space agency gear up to possibly send humans to Mars by the 2030s.

Scientists from the Christian Albrechts University of Kiel in Germany, the German Aerospace Center and NASA also contributed to the new study.

(AP) ? The storm engulfing the Internal Revenue Service could provide a boost for lawmakers who want to simplify U.S. tax laws ? a code that is so complicated most Americans buy commercial software to help them or simply hire someone else to do it all.

Members of Congress from both political parties say the current uproar ? over the targeting of conservative political groups ? underscores that overly complex tax provisions have given the IRS too much discretion in interpreting and enforcing the law.

"This is the perfect example of why we need tax reform," said Rep. Tim Griffin, R-Ark., a member of the tax-writing House Ways and Means Committee. "If you want to diminish and limit the power of the IRS, you have got to reduce the complexity of the tax code and take them out of it."

There are still formidable obstacles to completing a major tax overhaul this year or next. Democrats and Republicans start off with opposite views on whether the government should levy more taxes and on who should pay what share. The two sides also don't trust one another, making it difficult to envision agreement on which popular tax breaks to keep and which to scrap.

Most taxpayers pay someone to do their taxes or they buy commercial software to help them file. In a report earlier this year, national taxpayer advocate Nina E. Olson ranked complexity as the most serious problem facing both taxpayers and the IRS. People simply trying to comply with the rules often make inadvertent errors and overpay or underpay, she said, while others "often find loopholes that enable them to reduce or eliminate their tax liabilities."

The IRS scandal has little, if anything, to do with most everyday taxpayers, yet some lawmakers hope the attention will help galvanize support for the first major tax overhaul since 1986.

A little over two weeks ago, the IRS revealed that agents assigned to a special team in Cincinnati had targeted tea party and other conservative groups for additional, often burdensome scrutiny when they applied for tax-exempt status. The targeting lasted more than 18 months during the 2010 and 2012 election campaigns, hindering the groups' ability to raise money, according to a report by the agency's inspector general.

The ensuing storm has cost two top IRS officials their jobs, and a third has been placed on paid administrative leave. Investigations by Congress and the Justice Department are underway.

The IRS was screening the groups' applications because agents were trying to determine their level of political activity. IRS regulations say that tax-exempt social welfare organizations can engage in some political activity but the activity cannot be their primary mission. It is a vague standard that agents struggled to apply, according to the inspector general's report. Lawmakers in both parties have complained for years that overtly political groups on the left and right have taken advantage of the rules, allowing them to claim tax-exempt status and hide the identities of their donors.

"There are countless political organizations at both ends of the spectrum masquerading as social welfare groups in order to skirt the tax code," said Sen. Max Baucus, D-Mont., chairman of the Senate Finance Committee. "Once the smoke of the current controversy clears, we need to examine the root of this issue and reform the nation's vague tax laws pertaining to these groups."

Baucus' counterpart in the House, Ways and Means Committee Chairman Dave Camp, said he, too, thinks the scandal could boost efforts to simplify the tax code.

"The complexity of the law didn't require the IRS to target people for their political beliefs," said Camp, a Michigan Republican. But, he added, "I think giving the IRS less discretion is going to be important, and that's what a simplified code would do."

Camp and Baucus have been working for months on the herculean task of simplifying a tax code that has undergone about 5,000 changes since 2001. At nearly 4 million words, Camp likes to say the code is "10 times the size of the Bible with none of the good news."

Their committees have held dozens of hearings over the past two years and the two chairmen have started a website, taxreform.gov, where they solicit ideas from readers on how to change the laws. Camp has created bipartisan working groups of Ways and Means committee members to develop options for simplifying the various sections of the tax code. He has published several preliminary proposals.

Some Republicans hope to use an upcoming debate over increasing the federal government's borrowing authority to trigger action on tax change. The government is expected to reach the limit of its borrowing authority by early fall, raising the possibility of another debt standoff like the one in 2011 that brought it to the brink of default.

Details are fluid, but congressional aides have been working on mechanisms to streamline the process of passing a tax package, in exchange for raising the debt ceiling, perhaps guaranteeing floor votes on bills approved by the tax-writing committees in the House and Senate. Camp and Baucus chair those committees.

President Barack Obama, however, has said he won't negotiate over raising the debt ceiling.

Obama has called for an overhaul of corporate taxes, and he laid some groundwork to accomplish that in his latest budget proposal. The president has also said he wants to do comprehensive tax reform as part of a broad budget deal that cuts spending and reformulates entitlement programs. Such a grand bargain has proven elusive.

Camp and Baucus say they are open to a process that links tax reform to the debt ceiling. But Baucus warns, "I don't want to be part of something that's political or partisan. But I do want to be part of something that's practical and pragmatic that looks like it's going to advance the ball."

Baucus, who has been in the Senate since 1978, announced in April he won't run for re-election in 2014. He said he will focus much of his remaining time in the Senate trying to steer a tax package through Congress.

Camp says he is committed to passing a tax bill out of his committee by the end of the year. There is no guarantee the full House would take up the bill, but Speaker John Boehner, R-Ohio, has signaled his support for the effort by reserving the prestigious bill number HR 1 for a tax overhaul measure.

Lawmakers in both parties are convinced that simpler, easier-to-understand tax laws would spur economic activity. But there are significant partisan differences.

The Republican recipe calls for reducing or eliminating tax breaks that benefit targeted taxpayers, and using all the additional revenue to reduce overall rates for everyone. At the end of the day, the tax system would raise about the same amount of money, but businesses could focus on being more efficient instead of trying to take advantage of targeted tax breaks, supporters say.

Obama and Democratic leaders in Congress also want to reduce or eliminate various tax breaks. Overall income tax rates would be lower, but the wealthy would pay more each year because they would lose certain exemptions, deductions and credits.

Choosing which tax breaks to scale back is a big hurdle. For all of the work Camp and Baucus have done building support for the idea of tax reform, they have yet to answer hard questions about which breaks to scrap.

That's because Americans like their credits, deductions and exemptions ? the provisions that make the tax law so complicated in the first place. In exchange for lower tax rates, would workers be willing to pay taxes on employer-provided health benefits or on contributions to their retirement plans? How would homeowners feel about losing the mortgage interest deduction?

Those are among the three biggest tax breaks in the tax code, according to congressional estimates. Together, they are projected to save taxpayers nearly $300 billion this year.

"We're going to have to come to that," Baucus said. "Those are very big important questions and we're going to tackle them."

Japan vows to tighten nuke safety after accident

TOKYO (AP) ? Japan pledged better safety practices for its troubled nuclear industry Tuesday after an accident at a government research facility that exposed 33 people to minor excess radiation and wasn't immediately disclosed.

Education Minister Hakubun Shimomura, whose agency oversees such research, said Tuesday the government will tighten oversight of such research.

"It is crucial for a nuclear research facility to give top priority to safety measures," Shimomura said. "Their lack of safety awareness and insufficient safety management systems apparently have invited the problem," he said of the research facility at Tokaimura, north of Tokyo.

Japan's nuclear industry has been in crisis since the March 2011 accident at the tsunami-hit Fukushima Dai-ichi nuclear plant, the worst since Chernobyl in 1986. The government has revamped its regulatory regime and is drafting stricter safety standards, as troubles mount.

Shimomura said the government would set up a panel to discuss reform and safety compliance at the Japan Atomic Energy Agency after the accident Thursday at the Hadron Experimental Facility of the JAEA's Japan Proton Accelerator Research Complex in Tokaimura, where at least two previous radiation accidents have occurred.

Researchers were trying to generate particles by directing a proton beam at some gold when their equipment overheated, causing the evaporation and release of radioactive gold, the government-run JAEA said. The leak originally was thought to have been contained inside the lab, but it spread to other areas when a ventilation fan was switched on.

Out of 55 people tested, 22 had no excess exposure and 33 received radiation dosages of up to 1.7 millisieverts. That is about the average annual background dose for someone living in Japan. Nuclear workers generally are limited to 100 millisieverts of exposure over five years.

Japan's Nuclear Regulation Authority rated the accident as "Level 1," or third from the lowest level on a 9-level international scale. The March 2011 accident at the tsunami-hit Fukushima Dai-ichi nuclear plant, the country's worst ever atomic energy disaster, was rated a 7 on the international scale.

Some 150,000 Fukushima residents are still displaced due to that disaster. A zoning reclassification that took effect Tuesday ended a "no-go zone" designation for areas contaminated with radiation from the Fukushima Dai-Ichi plant. However, most of the areas were re-zoned as "difficult to return to" and remain off-limits.

No radiation was released to the outside environment in Tokaimura, but the accident's handling and a failure by the JAEA to report the leak until more than a day later has added to concerns over safety standards and transparency in the industry.

Tokaimura was the site of Japan's second-worst nuclear accident, in September 1999, when two workers were killed by a radiation leak at a fuel-reprocessing plant when they tried to save time by mixing excessive amounts of uranium in buckets instead of using special mechanized tanks. Hundreds of people were exposed to radiation, and thousands evacuated due to that accident, which was assigned a level-4 rating on the International Nuclear Event Scale.

In March 1997, at least 37 workers were exposed to low doses of radiation in a fire and explosion at a different nuclear reprocessing plant in Tokaimura.

Most of Japan's nuclear plants remain closed after they were shut down for safety checks after the Fukushima disaster, though Prime Minister Shinzo Abe and other top officials have said they intend to restart reactors that meet new guidelines due to be issued in July.

On May 17, the president of the JAEA, Atsuyuki Suzuki, resigned after the country's nuclear watchdog announced that the Monju next-generation test reactor would not be allowed to restart due to safety violations. His resignation was followed by a decision by Japan's nuclear watchdog to back expert research concluding that an active seismic fault runs underneath one of two reactors at an atomic plant in Tsuruga, western Japan.

Figuring Out Fatherhood: Five things I've learned about my kids this weekGetty

Every day, a child learns something new: whether it's the correct spelling of a word, how to crawl, or that when Daddy says no he means no, their brain is like a sponge.

But, as any parent will tell you, the children are not the only ones learning something new. Parenting is full of surprises, new information, discoveries, which means that we learn almost as much on a daily basis as our children do.

For example: here are five things that I've learned about my children over the past week.

Babies can get hayfever.

For some reason, it had never occurred to me that all this pollen floating around could have an effect on a baby; that is, until my nine-month-old daughter started getting itchy eyes and blotchy skin whilst we were out and about in the sunshine.

A phone call from the doctor confirmed that she has the common allergy; the good news is that it's easily treatable through a 1ml dose of Piriton (only at night, as it makes her sleepy) along with simple preventative measures such as rubbing Vaseline around her nostrils to trap the grass pollen before it can have any effect.

Toddlers can do poos which look like dinosaurs.

This was the exclamation from my three-year-old son, Noah, after he had done his business on the potty (after first ordering me to get out of the room because he's NOT 'FISHISHED' YET). It seems this odd observation has actually helped the toilet training process, as now every time he needs a number two he rushes to the potty to see if he'll produce something akin to a creature from the Jurassic era. In fairness to him, it did look a bit like a dinosaur.

Children write weird things.

We recently bought Isaac, five, a desk for his bedroom (he's the academic type, you see). Now he spends most of his time writing studiously before rushing downstairs to brandish his latest work. His most recent creation was a list of instructions; what they were for, no-one knows, but in order to operate it you have to do the following: 'show the teacher', 'make it shine', 'sit with it' and 'think'.

Stopping my son from crying can be quite simple.

The other day Noah was crying, as infants often do - and, in what can only be described as a brainwave, I stuck my finger in his mouth. The shock of suddenly finding a finger in his gob combined with the ridiculousness of the whole situation turned crying to laughter in a matter of seconds. I'm yet to discover whether this method works on adults.

My daughter likes a bit of gangster rap.

I quite often sing to Jemima whilst I'm changing her nappy -as the rest of my family will tell you, no doubt whilst grimacing and holding their hands over their ears. The other day I decided to change tack a little and do a bit of rapping, which - without blowing my own trumpet - was pretty awesome. Turns out Jemima thought so too, if her incessant laughter, leg-waving and back-arching was anything to go by. Unless, of course, that's her way of asking me to stop.

This guide provides an overview of the Missouri?Health Insurance Exchange including the history of the Exchange, how the Exchange will operate, and Exchange information for?Missouri?residents and small businesses.

Missouri?Health Insurance Exchange IntroductionMissouri Health Insurance Exchange, MO Health Insurance Exchange

Beginning in 2014, as part of the Affordable Care Act (ACA), health insurance coverage for individuals and small businesses will become available through new state health insurance exchanges (also called?health insurance marketplaces).

Most importantly, the key tax credits (e.g. the small business healthcare tax credits) and tax subsidies (e.g. individual health insurance tax subsidies) will only be available for coverage purchased through a state health insurance exchange.

All states have three options for setting up a state health insurance exchange for 2014:

  1. Build a state-based exchange
  2. Enter into a state-federal partnership exchange
  3. Default to a federally-facilitated exchange

Missouri?will default to a federally-facilitated health insurance exchange.

Missouri?Health Insurance Exchange - History?

Missouri Governor Jay Nixon originally supported the idea of a state-based Exchange, however he did not receive backing from state government, nor from Missouri voters.

The Governor established Missouri?s Health Insurance Exchange Coordinating Council to coordinate the state?s response to the ACA.?In June 2011, the Senate created the Senate Interim Committee on Health Insurance Exchanges to explore Missouri?s options to establish a state-based Exchange. Legislation to create a state-based Exchange was introduced in the 2011 and 2012 sessions, but failed. In November 2012,?Missouri voters approved a ballot measure blocking the Governor from establishing an Exchange by Executive Order.

Therefore, efforts to run a state-based Exchange stalled and Missouri will default to the federally-run Exchange.

Missouri?Health Insurance Exchange - What is It?

The?Missouri?Health Insurance Exchange will be operated through a federally-run health insurance exchange, also referred to as the Health Insurance Marketplace. Starting October 1, 2013,?Missouri?residents will be able to access information about all the plans available through the Exchange, shop for plans, and access individual premium tax credits. The SHOP Exchange will be available to small businesses with 100 or fewer employees. Coverage from the Exchange starts in January 2014.

According to an estimate by healthcare.gov, 799,250 or 16% of Missouri?s non-elderly residents are uninsured, of whom 744,700 (93%) may qualify for either tax credits to purchase coverage in the Marketplace or for Medicaid if Missouri participates in the Medicaid expansion.

Missouri?Health?Insurance Exchange - What Plans will be Available?

All plans offered through the?Missouri?Health Insurance Exchange will meet the ACA definition of a Qualified Health Plan (QHP). The plans will be offered by level of coverage for essential health benefits (EHB), to allow consumers to compare plans on an "apples to apples" basis. The four "metal" levels are: Bronze (plan pays 60%), Silver (plan pays 70%), Gold (plan pays 80%) and Platinum (plan pays 90%). ?

Details on plan carriers and rates will be available by October 1, 2013.

Missouri?Health?Insurance Exchange - Role of Brokers and Navigators

The?Missouri?Health Insurance Exchange will follow federal guidelines for insurance professionals selling policies through the Exchange and for navigators assisting consumers and small businesses.

Insurance professionals will be able to register with the?Missouri?Health Insurance Exchange and receive any commissions directly from the carriers (using their Exchange ID number and NPN).?

The?Missouri?Health Insurance Exchange?navigator?program will assist consumers in making choices about their health care options and accessing their new health care coverage, including access to premium tax credits for some consumers. The federal government will run the navigator program in?Missouri.

Century High students create FAME Night celebrating senior art and ...

Century High School senior Madeline Watkins stood in front of her classmates, holding up a poster of a clinched fist behind red-orange flames, the words "Catching Fire" across the top.

The expression wasn't borrowed from a novel in the Hunger Games saga. Seniors in Century's Fine Arts and Media Entertainment class (FAME) chose the title for their senior art showcase tonight because it represents the desire they have to pursue their artistic passions after they graduate in June.

FAME Night, a compilation of senior projects ranging from visual arts to theater, music and media, is planned entirely by students, the final piece of the senior portfolio required of all seniors in public high schools in Oregon. These portfolios are created in a focused program or senior seminar.

Century students have a variety of seminars they can choose from, depending on their career interests: health services, business and marketing, culinary arts and hospitality, early childhood education, human resources, technology or FAME, a program that combines humanities with an artistic focus.

Watkins, along with 60 other seniors, chose FAME because she believes art will play a role in her future career -- right now, she wants to be an art teacher or art-based therapist. She can't remember a time when she didn't love to draw. With the exception of economics, all the classes she's taking this semester are art related.

The workload for FAME hasn't been easy, according to Watkins, who helped design the FAME Night poster and also completed a series of paintings inspired by dancers in movement for her portfolio.

"With homework for some classes you know the answers are right or wrong," Watkins said. "It's not the same for art. With art, it's up to me when it's completed. When I create something, it's important that I'm inspired. I'd rather stay up the night before and be inspired than do it over a week without any inspiration."

Chaz Stobbs, 17, who specializes in 2-dimensional art, was in charge of creating banners and wooden flats for the FAME Night.

He said he has always been determined to go to art school and will begin classes at the Pacific Northwest College of Art in the fall. His dream is to make books and magazines, maybe even doing graphic design work for bands.

"I tend to stay as far away from normal as possible, not on purpose, though," Stobbs said. "I like doing what feels good, and I'm happier when I'm creating art that I can be proud of."

Kyla Mazhary-Clark didn't anticipate choosing art for her senior seminar when she first started at Century, but when she enrolled in a broadcast journalism class her freshman year, something clicked.

"Could this be my job someday?" Mazhary-Clark remembers asking herself. "I know that it's hard to get into film school, but it's what I really love. I want a job that I will enjoy going to every day."

For her portfolio piece, she created a promotional video for the Hillsboro School District showing the effects of recycling on the environment. Her film will be played to faculty and staff at the schools in the Hillsboro School District teaching them about the districts' new method of recycling.

For FAME Night, Mazhary-Clark directed a video promoting the event.

"Directing it was like herding cats," Mazhary-Clark laughed. "Everyone has their own opinions about how something should look."

But she said it was good preparation for her future. She wants to be a film director someday and will be attending California State University in Long Beach, where she hopes being close to the film industry will provide her with good connections.

FAME co-teacher Lydia Laurence, who has been teaching language arts at Century for 14 years, said FAME Night will be a chance for the community to celebrate the students success, simulating a real gallery opening.

"The students work really hard at this," Laurence said. "They need to learn how to self promote and what it takes to put on an event. They need to be leaders, and it's great to be able to watch them do this in the class and in the community. "

?After the recent fatal assault on youth soccer referee Ricardo Portillo in suburban Salt Lake City, last week?s column explained why legislation to criminalize assaults on sports officials remains unnecessary and potentially counter-productive. In every state, a wide array of general-application statutes already criminalizes assaults on any victim, including a sports official. The most effective approach is to enforce these general-application statutes in appropriate cases, and not to enact new statutes whose provisions would tend to duplicate existing law.

To help explain this conclusion, two themes mentioned in last week?s column deserve greater amplification here. First, I wrote that assaults on sports officials sometimes go unprosecuted because law enforcement authorities too often exercise discretion not to arrest, indict or prosecute an assailant.? Second, I suggested that more robust enforcement of criminal laws would likely deter some future assaults on officials. Here I discuss not only the likely reasons for this exercise of discretion, but also the criminal law?s potential for deterrence.?

To maintain proper perspective about antidotes to violence in youth sports, this column concludes with a timely reminder that criminal prosecution should be the last resort, not the first.? The most promising strategy for managing sporadic violence should be education and instruction conducted by youth leagues and interscholastic sports programs, prevention efforts that continue to show much success.??

Reluctance to Enforce

The April 27 assault on Mr. Portillo was unusual because the perpetrator was a player, and not an adult such as a parent or coach. Media reports suggest that nearly all assaults on referees and other officials are committed by adults.?

Prosecutors may resist indicting offending parents or coaches, or may negotiate plea bargains, because winning a conviction can be difficult. ?Except in rare instances when violence is caught on video, the parent or coach need only claim ?self-defense? (?The ref pushed me first?) or provocation (?The ref cussed at me first?) and the case may collapse. The offending adult may have eyewitness friends and allies willing to lie to law enforcement and, if necessary, commit perjury on the witness stand. The case can end as a stalemated ?he said-she said.?

Busy prosecutors also sense that adults charged with youth sports violence tend to make sympathetic defendants because they are usually first-time offenders who hold regular employment.? Aside from their inability sometimes to control themselves in games, they are the kind of people we would be pleased to have as next-door neighbors. Except perhaps where the injury is particularly serious, juries can be sympathetic to adults with clean records who appear contrite for an assault committed in the heat of the moment to defend the perceived interests of their children. And juries often respond to pleas that if the parent or coach lands in prison even briefly, the real loser would be the innocent child at home.

Even when prosecutors do secure a conviction or guilty plea, judges may impose only probation, community service, or some similar sentence that appears like a slap on the wrists. Without a prior criminal record, the defendant may present little likelihood of being a future threat to the community, and not the kind of violent criminal we tend to worry about most.

None of these reasons offers a suitable excuse for under-enforcement or leniency because prosecutors can prevail, and judges can impose meaningful sentences. When prosecutors believe in good faith that proof would support a conviction, they signal social disapproval as much by the charge as by the outcome.

Deterrence

Publicity about prosecutions for assaults on sports officials would likely deter some parents and coaches ? and perhaps many ? from similar behavior. ?In general, the likelihood of deterrence depends on two factors, the nature of the offense and the nature of the offender.

The nature of the offense, by itself, does not hold particular promise in youth leagues because publicized prosecutions are more likely to deter future premeditated crimes than future impulsive crimes of passion. Most assaults on sports officials fall into the second category because I have never heard of a parent or coach who woke up in the morning plotting to attack an official later that day. (Indeed, this lack of premeditation is reportedly what led the Salt Lake City prosecutor to charge Mr. Portillo?s assailant with homicide by assault rather than with murder or manslaughter.)? We cannot count on publicity about criminal prosecutions to deter the sort of unplanned, impulsive behavior that tends to characterize youth sports assaults.

The nature of the offender, however, holds more promise in youth leagues because prosecutions are more likely to deter people who think rationally than people who chronically lack self-control. Despite the usually impulsive nature of attacks on youth sports officials, I suspect that in places where prosecution is a real possibility, publicity does indeed encourage greater self-control in some parents and coaches.?

In youth sports, assaultive adults are normally family people who are trying to earn a living and raise their children, who make good neighbors until the game starts, and who value their jobs and their places in the community. They are not career criminals, and the youth league assault is typically their first brush with the law. Most of all, parents and coaches sense the embarrassment that indictment, prosecution and sentencing would cause them and their families. Word gets around.

Plan A: Adult Education in Youth Sports

As we discuss the criminal process after the Utah homicide, we should not lose perspective.? In youth sports as in other areas of American life, prevention efforts should be the primary anti-violence strategy. Criminal prosecution should be the last resort, reserved for the relatively few persons whose sporadic violence resists efforts to maintain basic standards of civility before anyone strikes a blow. Even with its potential to deter some future acts of violence, prosecution demonstrates breakdown and failure. Someone has already been victimized, and the families of the victim and the perpetrator may suffer life-changing dislocation from legal proceedings. ?

With pre-season parents meetings and generally effective printed materials, youth sports governing bodies and interscholastic sports leagues seek to prevent violence by emphasizing sportsmanship and mutual respect among competitors and their families.? From my years of coaching, I sense that these constructive educational initiatives can create local sports cultures that help insure that outbursts of violence against officials and others remain the exception rather than the rule. Most youth sports parents know right from wrong, and most tend toward civility when leagues, teams, and other parents and coaches lead the way.
